2025 Federal Agency Updates

The Office of the Vice President for Research, Scholarship and Creative Endeavors is closely monitoring newly issued presidential executive orders and related guidance from federal agencies that fund research at UT Austin. Relevant documents and resources will be posted as they become available. General Guidance

Proposals

  • As long as the federal agencies' submission systems are operational, we will continue to submit proposals to available solicitations.
  • Review timelines for sponsor proposals may be extended while federal agencies respond to pauses on federal assistance funding in specific areas.
  • Sponsor RFPs may also change during this period. Please check for revisions before submitting a proposal. OSP also is working to review and assess changes.
  • Proposal deadlines may be revised or postponed. Doublecheck sponsor portals, grants.gov, and emails for updates.
  • On April 4, 2025, a United States District Court judge issued a permanent injunction halting the implementation of the National Institutes of Health’s February 7 supplemental guidance, which imposed a 15% cap on F&A costs reimbursement to universities that receive NIH research grants. The injunction applies to all institutions nationwide. UT continues to submit NIH proposals with our current federally negotiated F&A rates.

Awards

  • PIs should continue to communicate regularly with their grant program officers and prioritize submission of technical reports or deliverables.
  • The terms and conditions of executed awards remain enforceable as long as awards are active. If an award is changed, OSP will receive a formal notice or an amendment for review and execution.
  • If specific programs are terminated or restructured, it may be difficult to access funds or meet new criteria. Federal agencies managing these programs will typically issue guidance on how to proceed. OSP will share this guidance promptly if/when received.
  • If a program or initiative is defunded or eliminated, there could be delays or pauses in payments for existing projects under those programs. While this is rare, it may occur if funding for a program is rescinded or redirected.
  • Should OSP receive a stop work order for an existing project, the PI will be notified promptly. PIs who receive a stop work order directly from the sponsor should forward the notice/documentation to OSP for review and coordination.
